This legislation establishes a Commercial Property Clean Energy and Resiliency (C-PACER) program that local governments in Washington may implement to allow agricultural, commercial, and industrial properties to borrow money to reduce energy use or generate renewable energy. Under the program, debt is taken on by properties, not individuals, and repaid through property tax assessments using savings from the implemented measures. Loan sizes, terms, and interest rates are determined by each local government.
