Tennessee allows local governments to establish a Commercial Property Assessed Clean Energy and Storm Resiliency (C-PACER) Program, under which they can allow properties in designated districts to access low-cost, long-term financing for qualified projects and repay them through a voluntary special assessment. The property assessed must be affixed to commercial property and support the production of clean renewable energy. Properties must be agricultural, commercial, industrial, and multifamily to be eligible.
