The Energy Trust of Oregon, an initiative of the Oregon Department, provides technical assistance and financial incentives to municipal facilities and businesses in the state for projects converting organic waste into biofuels used for either electrical or heat generation, as long as applicants can show that the project would result in savings for the electric utility. The Trust can pay for a maximum of half of the cost of a consultant, up to $200,000, in addition to other assistance with project development tasks. It also provides installation incentives based on the net present value assessment of the project’s costs and revenues, in return for a portion of the environmental attributes generated by the project.
