HB 2021 created a $50 million fund at the Oregon Department of Energy to provide grants for the development of community renewable energy projects. Eligible renewable energy systems include those that use biomass, solar, geothermal, or biogas to generate energy, as well as energy storage systems. Eligible applicants include tribes, public bodies, and consumer-owned utilities. Awards can be up to $1 million for up to 100% of project costs. Half of grant funds are reserved for environmental justice communities, communities of color, low-income communities, rural communities, and others. Half of grant funds will be allocated to energy resilience projects.
