Oregon’s Climate Protection Program sets a limit on emissions from fossil fuel use in commercial, industrial, residential, and transportation sources. Emissions from biomass-derived fuels are exempt from the regulation. The limit took effect in 2022 and decreases over time. The program sets limits for stationary sources through required Best Available Emissions Reductions assessments. Fuel suppliers must emit less than 28.1 million metric tons of CO2e starting in 2022, reducing to 15 million in 2035 and 3 million by 2050. Emitters may comply in part through contributions to community climate investment funds.
