The GEMM 1 regulation from the Colorado Air Quality Control Commission requires that large, energy-intensive and trade-exposed manufacturers conduct “GHG Best Available Emissions Control Technology” and “Energy BMP Audit Plan” audits every five years to achieve a 5% reduction in their GHG emissions. If they do not meet this target, then they will be subject to further regulation.
The GEMM 2 regulation requires 18 of Colorado’s highest-emitting manufacturers to collectively reduce their greenhouse gas emissions 20% by 2030, compared to 2015 levels. GEMM 2 facilities must reduce greenhouse gas emissions, prioritize onsite greenhouse gas emissions reductions measures to protect communities located near the facilities, and submit a Greenhouse Gas Reduction Plan to the Air Pollution Control Division.
