This is one of two programs under the California Energy Conservation Assistance Act. Under this Act, the California Energy Commission provides cities, counties, special districts, public universities, public hospitals, and California Native American Tribes with 1%-interest loans capped at $3 million to finance energy efficiency and energy generation, including a range of thermal technologies. Loans must be repaid in a maximum of 20 years. Eligible projects must have “proven energy or demand cost savings or both.”
