This is one of two programs under the California Energy Conservation Assistance Act. Under this Act, the California Energy Commission provides cities, counties, special districts, and certain other public institutions with 1%-interest loans capped at $3 million to finance energy efficiency and energy generation. Eligible projects must have “proven energy or demand cost savings or both.” Renewable generation and thermal energy storage are specified as eligible technologies.
