The Greenhouse Gas Reduction Fund (GGRF) is a program within the Environmental Protection Agency (EPA), created by the Inflation Reduction Act (IRA) of 2022. This program provides $27 billion in competitive grants to leverage private capital for clean energy and climate projects that reduce pollution, especially those in disadvantaged communities. The GGRF is divided into three components. $14 billion will be given through the National Clean Investment Fund competition, which will enable 2-3 nonprofits to partner with private capital providers to catalyze clean technology projects. $6 billion is appropriated to the Clean Communities Investment Accelerator competition, aiming to fund 2-7 hub nonprofits that are capable of ensuring households, small businesses, and other institutions in disadvantaged communities have access to financing for clean technology projects. Lastly, the $7 billion Solar for All competition will provide up to 60 grants to governments and nonprofits to expand the number of disadvantaged communities that are primed for investment in residential and community solar. Although the program’s focus is more on power generation, it is likely to have broad applicability, including renewable thermal technologies.
