The program offers low-interest loans to help repay costs over time associated with utility cost reduction measures (UCRMs) such as rooftop solar water, geothermal equipment, and thermal storage. This program resembles energy savings performance contracts but may be used by “facilities supported by the state” such as public universities, counties, cities, and towns. The legislation includes a complete list of commercially available, eligible technologies.
