Washington requires Investor-owned utilities, municipal utilities, rural electric cooperatives, and public utility districts to derive 100% of retail electricity sales from renewable resources by 2045. By 2030, all obligated utilities must be greenhouse gas neutral, either through renewable energy use or carbon offset measures. Utilities may use Renewable Energy Credits to achieve compliance. Eligible renewable resources include biomass, biogas, solar energy, geothermal energy, and several others.
