Rhode Island’s Renewable Energy Standard requires all retail electricity providers to derive 100% of retail sales from renewable resources by 2033 and thereafter, and meet incremental benchmarks up to that year. Retail electricity sales derived from eligible renewable resources placed into commercial operation before December 31, 1997 can only account for 2% retail electricity sales going towards the requirement annually. Obligated providers can also purchase New England Power Pool Generation Information System (NEPOOL-GIS) certificates or make an alternative compliance payment to the state’s Renewable Energy Development Fund to achieve compliance. Voluntary green power purchases cannot be put towards meeting the requirement.
