The Oregon Department of Energy offers grants to tribes, local governments, local housing authorities, nonprofit organizations, coordinated care organizations, community action agencies, manufactured dwelling park nonprofits, and electric utilities which they can in turn use to finance heat pump installation. This program came in response to a spike in heat-related deaths throughout the state in 2021. The department issues grants to one eligible entity per region or per tribe.
