Montana law requires electric utilities to contribute the equivalent of 2.4% of annual revenue, obtained through a customer surcharge, to the Public Benefits Fund. The Public Benefits Fund supports low-income weatherization efforts and energy assistance, research and development programs geared toward energy conservation and renewable energy, and market transformation. A broad range of renewable technology projects appear to be applicable under this fund.
