Kentucky allows local governments to establish PACE financing programs in their jurisdictions. They can also finance the program through bond issuance or partnership with a third party. Governments may also hire third parties for program administration purposes. All PACE programs have to review the property’s baseline energy or water usage conditions and the project’s expected improvements. PACE financing is only available in participating municipalities.
