Renewable Portfolio Standard / Energy Efficiency Portfolio Standard

Hawaii’s Renewable Portfolio Standard, updated in 2015 with House Bill 623, requires that large self-generators ensure that electric utilities and on-site energy generation consists of 40% renewable energy by 2030, 70% by 2040, and 100% by 2045. Renewable energy includes energy generated using biomass, biofuels, solar thermal, green hydrogen, geothermal, and other technologies. Related to the Renewable Portfolio Standard is the Energy Efficiency Portfolio Standard, which sets a goal to reduce electricity use by 4,3000 GWh by 2030. Eligible technologies under this separate standard include solar thermal systems, heat pumps, and energy efficiency systems, and other displacement and offset technologies.
