The HI C-PACER Program is a state-sponsored program that helps building owners, and property developers access privatesector financing for the installation of energy efficiency, water conservation, renewable energy, resilience and other qualifying improvements. HI C-PACER is economically attractive because it can provide up to 100 percent financing of Qualifying Improvements for both existing building retrofit projects as well new construction projects, eliminating or reducing the upfront cost barrier to capital intensive upgrades.
