The Arkansas Department of Environmental Quality offers interest free loans for renovations of $250,000 or more. Eligible applicants include facility-owning state agencies, boards, and commissions, to include institutions of higher learning. Eligible projects include but are not limited to building weatherization, HVAC and lighting replacements and upgrades, and energy efficiency projects employing certain renewable technologies.
